Legal Online Gambling Expands Across the US
By the beginning of 2025, legal sports betting has become available in almost 40 states in the US. However, the landscape of online gambling remains limited to only a few states. Despite this, there are signs that more states are considering legalizing online gambling as a means to boost tax revenue and eliminate the black market.
Indiana and Wyoming Aim to Join the Online Gambling Market
Two states, Indiana and Wyoming, are currently exploring the possibility of legalizing online gambling. Currently, only seven states in the US permit legal iGaming, including New Jersey, Michigan, Connecticut, Pennsylvania, Delaware, West Virginia, and Rhode Island. The introduction of proposals in Indiana and Wyoming could potentially add to this list and bring in additional tax revenue.
In Indiana, Rep. Ethan Manning has put forward House Bill 1432 (HB 1432), which aims to authorize online gambling across the state. If passed, the bill would allow the state’s Lottery Commission to offer draw games and eInstant games online, as well as regulate online gambling activities by licensing casinos, racetracks, and riverboats. The proposed tax rate for online gambling ranges from 22% to 30%, with a focus on supporting responsible gambling efforts and the horse racing industry.
On the other hand, Wyoming has also introduced an online gambling proposal, HB 0162, sponsored by Rep. Robert Davis, Rep. Landon Brown, and Rep. J.T. Larson. The bill seeks to establish regulation for online gambling in the state, with proceeds going towards tax revenue and license fees. The Wyoming Gaming Commission would oversee the regulation of iGaming, with a proposed tax rate of 16%. Additionally, operators would need to pay a $100,000 fee for a five-year license.

Both Indiana and Wyoming are on the brink of legalizing online gambling, pending the outcome of the proposed bills. The potential approval of online gambling in these states could set a precedent for other states to follow suit, expanding the reach of iGaming across the US.
